The efficient completion of the Record of Decision (ROD) for the LA 1 improvement project's Environmental Impact Statement has caught the eye of members of President George W. Bush's cabinet. Speaking to members of the American Association of State Highway and Transportation officials in February 2003, Federal Highway Administrator Mary Peters said the three years it took to reach the ROD for the LA I project is "a model of what we hope to accomplish" elsewhere in the country.

Three years is "about half the time it would normally take to process a project of this magnitude, located in such an environmentally sensitive setting," Peters added.
